This is caused by your security settings preventing Elevate from writing a serial number to the Windows registry. Ask your IT support to allow Elevate to write to the Windows registry. Alternatively, they can log in with your username and administrative rights temporarily enabled. They will need to start Elevate so that the program can generate a serial number. If you use Elevate with an unlocking code, they will have to request and enter the unlocking code. Once the software is unlocked, Elevate no longer requires permission to write to the registry.
