This graph plots the availability of cars as part of the group. In simulation, all cars are assumed to be in service at all times, so this graph is only useful when using Elevate as a traffic-monitoring tool in real installations. (To model cars being out of service in simulation, you can simply delete a car in Elevator Data.)
